Julián Castro presents a proposal on animal welfare with the aim of ending the euthanasia of pets in shelters.
Castro issued a plan Monday that will eliminate the need for euthanasia of dogs and domestic cats in shelters, according to Castro's campaign. The Huffington Post first reported the proposal.
Castro's plan is to allocate $ 40 million of taxpayers to grants allowing pet owners to receive veterinary care, including sterilization and sterilization of pets. Some subsidies would also promote pet adoption campaigns.
The former Secretary of Housing and Urban Development wants to invest $ 500 billion in taxpayer dollars for the construction of 3 million new federal housing units that accept pets. Additional investments will be made to renovate homeless shelters to allow homeless pets to stay with their owners.
The new plan calls for increased regulation of dog breeders to improve the standard of living of animals.
Castro's plan also covers a host of other animal-related issues, such as increased regulation under the Endangered Species Act and the injection of additional monies into species conservation. The plan also provides for a permanent ban on killing wild horses.
