A prequel seems to be the most logical answer except that it would be a strange way to usher in the beginning of the next phase of the Marvel film universe. Especially as Scarlett Johansson should play in the film, which would mean dematerializing him as Samuel L. Jackson in "Captain Marvel", but as a teenager for the entire movie, perhaps? But it would also be very strange that a movie about "Black Widow" focuses primarily on two male characters. But even in this case, the story would be centered on men, which would not be ideal at all.
