Hulk (Mark Ruffalo) even mentions that he tried to bring it back when he did his reverse capture, but it did not work.

A Black Widow story or something else would be an unusually strange concept to interpret after his death in the present. Especially as Scarlett Johansson should play in the film, which would mean dematerializing him as Samuel L. Jackson in "Captain Marvel", but as a teenager for the entire movie, perhaps? It's a headache just to think about it.

But it would also be very strange that a movie about "Black Widow" focuses primarily on two male characters. Do not forget that the Avengers now have a time machine, so they could interact with earlier versions of it during the Black Widow quest. But even in this case, the story would be centered on men, which would not be ideal at all.
