The police were alerted by the Car2Go car-sharing service that "some of their vehicles would have been rented by deceptive or fraudulent means" on Wednesday.
Many vehicles have been found in West Chicago and more than a "dozen people of interest" are being interviewed. Police spokeswoman Christine Calace said 21 people had been charged with breaking the law. One of them has also been charged with stealing financial identity.
"Currently, 100 vehicles are missing and it is estimated that 50 vehicles, all Mercedes Benz, will remain in the territory of Chicago," said CNN officer Jose Jara, another spokesman for the department.
"We are currently working with law enforcement to neutralize a Chicago fraud problem," Car2Go said in a statement. "As a precaution and safety for our members, we have temporarily suspended our services in Chicago."
Car2Go has reassured its customers: it is not a hacking and "no personal or confidential information about the members has been compromised."
