Stephen Miller, an immigration policy advisor, will not make a statement to the House of Representatives' House Watch Committee, the Trump administration said Tuesday in a letter.
The letter, signed by White House lawyer Pat Cipollone, indicated that the refusal to appear before the Democrat-led committee followed a "long-standing precedent" for White House employees of both parties. parties and respected constitutional law.

The decision to pass the hearing could keep Miller – widely regarded as the architect of President Donald Trump's aggressive immigration program – out of the spotlight. The chief agent reportedly lobbied for the dismissal of several Department of Homeland Security officials during a staff reshuffle earlier this month.
House Watch Chairman Elijah Cummings (D-Md.), Sent a letter to Miller last week urging him to voluntarily present at a May 1 hearing on immigration policies of the administration. Cummings said he had requested Miller's presence because of his apparent role in Trump's "disturbing" immigration policy program.
In its response, the White House argued that Cabinet members and agency heads testified regularly in Congress and would continue to do so, but that Miller's testimony was not justified.
"We are pleased to have the opportunity to discuss the priorities of the immigration policy of the administration," Cipollone wrote.
