A man from the state of Washington is accused of waterboarding and repeatedly beating his 7-year-old daughter, authorities said.
Officers responded to a 7-Eleven Sunday at Lakewood Sunday after a woman reported that her boyfriend, Matthew Farrar, had shipped her daughter to the residence they shared, court documents said.
The girl, identified only as C.F., told the police that Farrar "caught her by a belt and gave her a violent spanking" about 13 times for lying and answering.
The woman said that Farrar was using "too much power and too many strikes" and that it was "way too much", and that the girl would have shouted at a "murderous murder".
Farrar would have dragged his daughter into the bathroom. He "grabbed a red towel and wetted it with water". He filled a plastic bottle of about 17 ounces with water, took CF and leaned over the tub, tilting his face up, and he placed the cloth soaked in water on his face, according to the documents.
"He slowly started pouring water on the towel that was on the face of C.F., on his mouth and nose," according to the documents.
His girlfriend said that she thought that he had poured water for about 15 to 20 seconds. She said that she could hear the girl choke, cry and suck air while shouting, "I can not breathe," according to the documents.
"That's the point, shut up before the neighbors hear," Farrar reportedly said.
When finished, he shouted to the girl to go change clothes. Her girlfriend said that she thought that they were not safe, so she grabbed her and ran away to the 7-Eleven store where she called him. 911, according to the record of the court.
Officers arrested Farrar while he was heading to the convenience store, where he admitted to having used water and hit the girl about eight times with his belt, according to documents.
"I think it could have been a bit too much," he told the agents.
The agents then went to the apartment and retrieved the red sponge, the bottle of water and the dress that the girl was wearing, which was soaked with water.
Farrar has been charged with two counts of child abuse.
