The Active Shooting Policy of the Broward Sheriff's Office calls on deputy ministers to stop a shootout and to seek victims in the event of a ceasefire.
Peterson's lawyer, Joseph A. DiRuzzo III, said the charges appeared to be "a thinly veiled attempt at retaliation of a political nature against Mr. Peterson". He added that Peterson could not be prosecuted as a caregiver since he was acting as an official law enforcement officer.
This is what we know about Peterson's reaction to the shooting.
He was armed but never entered the building
When shots rang out at Parkland School, Peterson did not rush to the shot.
Senior Brandon Huff claimed to have seen Peterson stand outside a stair wall with his weapon unsheathed "pointing it right to the building".
"He's wearing a bulletproof vest … while the school's security guards, the coaches, were running to protect the kids," he said.
Images from the school's surveillance cameras showed Peterson positioned outside the school.
Last year, the authorities released a 27-minute video containing excerpts from the surveillance video of that day.
The video begins with Peterson, wearing the uniform of his deputy, who stands between two campus buildings and who speaks to another adult, then who appears to be talking in a radio handset on his shoulder.
He comes out of the screen, but a few minutes later, Peterson appears from another angle, placed outside a building. Students, whose images are pixelated, enter and leave the frame.
He hid for more than 45 minutes
Peterson arrived at Building 1200 – where the massacre took place – and then moved 20 meters (75 feet) into a position of "increased personal security" near buildings 700 and 800, an affidavit of the arrest warrant.
The warrant says that Peterson stayed there for more than 45 minutes.
During this period, the gunman killed five students and one teacher, the authorities said.
He reported hearing gunshots
While he was outside the building, Peterson took his radio and took a stand so that he could see the west entrance, said the old Sheriff of Broward County, Scott Israel.
Immediately after the shooting, agents who responded to the call rushed to the scene but appeared to follow Peterson's orders to close the road in front of the school and build a perimeter.
He was widely criticized by officials
Trump has treated him as cowardly and has repeatedly criticized him.
"When the time came to do something, he did not have the guts to do anything, but he certainly did a bad job, no question," Trump said of Peterson about the White House South Lawn. days after the shoot.
"However, the allegations that Mr. Peterson was a coward and that his performance under the circumstances did not live up to the standards imposed on police officers is patently false."
