The victim's parents reported the incident to the police on 10 September. They claimed that their daughter had a black eye, that she had her hair pulled and that her knee was bruised after falling into the school bus seat, Governor's police announced.
After a police investigation, the two white girls aged 10 and 11 were arrested on Monday and charged with aggravated second degree harassment.
The 11-year-old girl was also charged with assault and a third-degree hate crime. The indictment for hate crime is a crime, the police sergeant Governor. Darren Fairbanks said.
"It's not very often that we are accusing hate crime in Governor's Village," Fairbanks told CNN.
The parents of both girls were referred to St. Lawrence County probation for further action, the police said. Cases will be handled by a juvenile court.
The bus supervisor, a 28-year-old woman, was also charged Monday with three counts of the welfare of a child because police said they witnessed the kidnappings. Aggression, but "did not strive to stop and / or prevent such behavior".
First School, the bus company used by the school district, has been invited to provide more training for assistant coaches and instructors, the superintendent told WWNY.
The company did not respond to CNN's request for comment.
Lauren French, director of Central Governor School District, told WWNY that the incident "is probably the most devastating event on a professional level since I started working at Governor's in 1984" .
"I firmly believe that we are better than that," said French, "and we must take a stand."
