The Pittsburgh Steelers do not usually end up in this situation and start the 0-3 year, but here we are. As the team prepares for the Cincinnati Bengals, also 0-3, on Monday night's fourth football day, something happened in the NFL that usually has no impact on the Steelers but do it now.
After three games, the NFL waiver order no longer reflects a team's performance in 2018, but its current record in 2019.
This per Yates field of ESPN:
As of today, the NFL Waiver Order will reflect the 2019 and non-2018 registrations. It now ranks at the top as:
T-1. Broncos (0-3)
T-1. Red Skins (0-3)
3. Jets (0-3)
T-4. Bengals (0-3)
T-4. Dolphins (0-3)
T-4. Steelers (0-3)

What does it mean? If a player is cut off from a team, he is then placed on the waiver line so that the teams can claim it. If more than one team claims a player, it uses the order above to decipher who gets the player.
The Steelers were on the wrong end of the equation before the season when they tried to pull out the Arizona Cardinals ex-Ricky Seals-Jones, but it was awarded to the Cleveland Browns because of their higher ranking on the list. If this same situation arose before week 4, it would be the Steelers and not the Browns who would be rewarded for the player because of their current record, not their record of 2018.
All of this means nothing unless a decent player is available at a particular time. But when you have a team that has not yet registered a victory, no one should be forgotten if that means potentially improving a particular position.
