"They said my hair was lying and I was ugly," Allen, an African-American, told News4.
One of the boys was covering Allen's mouth and another was holding his hands behind his back, while the third was cutting his dreadlocks with a pair of scissors, she said.
"They kept laughing and calling me by their names," Allen told WUSA9. "They called me" ugly " [and] said that I should not have been born. "
When the bell rang, "they laughed, and I was just sitting there," added the girl in tears.

The preteen – a straight student and a violinist – only told his family what happened on Wednesday when his grandmother, Cynthia Allen, noticed that her granddaughter's hair was shorter.
"It's very painful," said Cynthia Allen. "I want to see them fired from school. I want to see something done. "
The girl's grandfather, Dewaune Allen, said his heart was shattered when he heard about the trauma suffered by his granddaughter.
"I was just paralyzed," he said. "I could not find myself."
The family met with school administrators Thursday morning to talk about the disturbing incident. They also reported it to the Fairfax County Police.
Stephen Danish, director of the school, said the administrators were "deeply disturbed by the allegations" and that the school would conduct an investigation.
"We take the emotional and physical well-being of all our students seriously and apply a zero tolerance policy for all types of bullying or abuse," he said in a statement.
