Commissioner Roger Goodell said on Tuesday that owners voted to approve two measures:

Expansion to 16 playoff teams (from 14) this season if future games are lost due to the coronavirus pandemic. If that happens, there will be no reseeding for the playoffs. The vote was unanimous.

Incentives to reward teams with draft selection compensation (two third-round picks) if they develop color coaches and executives.
Goodell made the announcement to reporters following a two-hour virtual meeting between the owners. Despite the offer to extend the playoffs, he said the NFL remains committed to finishing the season on time.
Teams that develop an assistant coach or a minority cadre who is hired for a head coach or general manager position open with another team would receive the picks at the end of the third round.
NFL team owners had already approved a plan in March to expand the playoffs to 14 teams starting with the 2020 season. That plan brought the number of wild cards per conference to three, from two.
