In November, the Sussexes released photos of themselves laying floral tributes at Los Angeles National Cemetery.
Palace sources said Her Majesty refused the duke’s request and made her decision “in less than a minute”, according to the newspaper.
One insider said: “Remembrance Sunday is sacrosanct as far as Her Majesty’s diary is concerned, it is one of the most important dates on her calendar and nothing is done without her knowledge.”
They added: “People were suggesting that the palace’s reaction to what Harry asked was petty but it was the Queen’s decision.

Since stepping down from their royal duties, the Sussexes have signed deals with streaming giants Netflix and Spotify.
Their job choices could affect the type of relationship they have with the company in the future.
A source told the Daily Mail: “Coming back would mean they would have to cancel any business ties they’ve already made, and it’s clear Harry and Meghan don’t want to do that.
“Harry and Meghan are clearly where they want to be, and good luck to them.
“But their subsequent career choices sabotaged any chance of retaining even a quasi-official royal role.”
Royal commentators have urged the Queen to withdraw royal titles from the Sussexes.
Good Morning Britain host Piers Morgan took to Twitter to blame the couple for their ‘shameful’ use of royal titles.
He wrote: “I think they are a pair of tasteless little trash exploiting their royal titles for commercial gain without doing any of the duties that being a member of the royal family entails.
“It is shameful, shameful and the Queen should stop them from doing it by removing the titles.”
