Microsoft may have had issues with its latest Windows 10 cumulative update run, with users reporting that KB4598299 (for Windows 10 2004) and KB4598301 (for Windows 10 1909) were causing app crashes and even issues. of BSOD.
The updates contained improvements for .NET Framework 3.5 and 4.8 to address the following issues:

On the Microsoft Feedback Forums, users report many application crashes that are fixed when uninstalling updates. Some even report boot loops on operating system crashes.
Microsoft has confirmed issues with KB4598301 and said they are “working on a fix.”
If you are affected and cannot wait for the fix, the most effective mitigation seems to be to simply uninstall updates by going to Control Panel> Uninstall a program> Show installed updates, find the number from the knowledge base and click the uninstall button.
