The report focused only on residents who died in long-term care facilities and did not include those who died in hospitals after becoming ill in nursing homes. The report says 6,432 nursing home residents have died, an undercoverage of the death toll, the sources told the newspaper.
The report in question is the result of a New York State Department of Health (DOH) study on the impact of a March directive that said nursing homes could not refuse to readmit residents or admitting new residents to hospitals simply because of a diagnosis of COVID-19.
According to the newspaper, the report shifted responsibility for the spread of the virus to the staff who brought the virus with them to work.
The initial version of the report included data on deaths of nursing home residents inside homes, as well as deaths in hospitals, the Journal reported. However, members of Cuomo’s COVID-19 task force, which included Gov. Secretary Melissa DeRosa, called for the report to downplay the role of the March directive, which was rejected.
According to the Journal, the published report said the directive was “not a significant factor in death in nursing homes.”
Garvey told the Journal that task force members had not requested the report be changed, but were “very careful not to overstate the statistical analysis presented in the report.” Overall, the ultimate goal of the DOH and the Covid task force when releasing the report was to ensure public confidence in the conclusion. “
The Journal report comes as Cuomo faces growing calls for his resignation as he dealt with COVID-19 deaths in nursing homes, as well as allegations of inappropriate behavior by the share of staff.
State legislators reached an agreement Tuesday to strip Cuomo of his emergency pandemic-related powers amid controversy.
New York Attorney General Letitia James (D) released a report in January that found Cuomo’s administration underreporting nursing home deaths by up to 50% and criticized the directive to March.
According to the Journal, the July report is relevant to a federal investigation into the Cuomo administration’s handling of COVID-19 in nursing homes.
