I hoped that Niantic would increase the rate, but I did not have the proof. It may still be around 1 in 20 meetings, maybe 1 in 15 at best.
After that, it will be a literal coinflip if you evolve in brilliant Gorebyss or Huntail. It seems a bit odd that Niantic did not just include the scale items you needed, but if they've been doing this with Eevee for years, I guess Clamperl does not have any special treatment either.
Unlike GO Community Day, Clamperl does not have any special moves when it is taken or evolved today. But Limited Research has other benefits, such as increasing the types of water generated in the wild, which give 2x Stardust when caught.
I think these limited research events still need work, but basically, I like the idea, and even more as a way to introduce a brand new Pokémon; rather than highlighting those who have already gone out. Good hunt!
