Ways and Means President Richard Neal, D-Mass., Would have asked his committee's lawyers to prepare the application and asked other investigative committees to write arguments about why their investigations also require consultation of Trump's tax returns. The Neal committee is the only committee in the House with the power to make the request.

Trump broke with an established precedent by refusing to publish his tax returns as a presidential candidate. He repeatedly stated that he was waiting for the end of the audit – but after winning the presidency, his senior adviser, Kellyanne Conway, said that Mr. Trump would not "publish his tax return "because" people did not care ".

Representative Bill Pascrell, DN.J., member of the Ways and Means Committee, "believes that the time has come to request Trump's tax returns in accordance with clear congressional authority under" the law, said a spokesperson in a statement to CNBC.
