After a two-month investigation and confirmation by a third-party consultant, they discovered that the fire was due to a combination of factors:
• a plume of natural gas released by the fire safety system was the source of fuel;
• The air outside the plant is mixed with natural gas due to high winds; and
• Extremely hot equipment has ignited the natural gas-air mixture.
The examination revealed no evidence of failure during the maintenance of the equipment.
"The Ray Station fire was triggered by a security ventilated fire door process that proved safe and effective. However, in extreme and extreme weather conditions, the process has become dangerous.
