Tyquan Atkinson, 19, faces charges of murder and conspiracy for the Saturday night shootout against Nicholas Flacco.

Atkinson reportedly drove the police to the ground before the authorities found him hiding on the roof of a shopping mall, reported the ABC Philadelphia TV station WPVI.

Flacco, 20, was in FDR State Park, Philadelphia, with his friends for the Phillies game. He was shot dead in the chest, according to the Philadelphia Police Department.

Flacco reportedly attempted to end a brawl between women when a woman threatened to "call her man," police said. A man arrived at the park a short time later with a gun, the police said.

Flacco's friends would have challenged the man to shoot them because they did not think the weapon was real, police said. The shooter then shot Flacco, authorities said.

"Nothing indicates that he was involved in the initial dispute," Philadelphia Police Commissioner Richard Ross said earlier this week.

Flacco, who was planning to join the US Navy Corps in the fall, was home in Philadelphia this weekend to celebrate his birthday, WPVI reported. His funeral is scheduled for Thursday, said WPVI.

The victim's father, Chris Flacco, is the chief inspector of internal affairs at the Philadelphia Police Department.

"It strikes very close to home," Ross told WPVI. "I've known Chief Flacco for probably at least 25 years, so we're heartbroken, we keep him and his family in our thoughts and prayers."

Nicholas Flacco was in his fourth semester at Penn State University, said university spokeswoman Lisa Powers.

"Such random acts of violence are unfathomable and very disturbing," she told ABC News by email on Monday. "This is tragic news and we offer our deepest condolences to Nicholas' family and friends at this difficult time."

Atkinson did not have a lawyer yet, and the Defender Association of Philadelphia declined to comment on Thursday. His deposit was declined early Thursday.

The Atkinson preliminary hearing is scheduled for April 24.
