The girl, identified as Emma Hernandez, was in an alley when the three pitbulls attacked her, according to a Detroit police spokeswoman.
Witnesses tried to save the girl and the police said that someone shot at one of the dogs. The police did not specify who shot the dog or how many bullets were fired.
Deborah Golden lives in the neighborhood and told WXYZ that she had heard screaming and saw Emma on the back with bite marks around her neck.
She and her father performed CPR.
"I started CPR and asked father to grab the neck and hold it," Golden said.
Emma was taken to hospital but died as a result of her injuries.

The owner of the three dogs was arrested, but the police did not identify the 33-year-old man and did not specify where he had been charged. Wayne County attorneys told CNN that they had not yet received a warrant from the police.
The three dogs were taken to Detroit Animal Care and are under evaluation.
"Due to the seriousness of the case, it is very likely that dogs will be euthanized," the department said in a statement.
