A 9-year-old girl was mutilated to death by three dogs while she was playing in Detroit

The girl, identified as Emma Hernandez, was in an alley when the three pitbulls attacked her, according to a Detroit police spokeswoman.

Witnesses tried to save the girl and the police said that someone shot at one of the dogs. The police did not specify who shot the dog or how many bullets were fired.

"I went to take a brick and threw it directly on the dog," said Edward Cruz at CNN affiliate, WXYZ. "They all ran and I stood next to the girl to make sure she was fine and shouted for help."

Deborah Golden lives in the neighborhood and told WXYZ that she had heard screaming and saw Emma on the back with bite marks around her neck.

She and her father performed CPR.

"I started CPR and asked father to grab the neck and hold it," Golden said.

Emma was taken to hospital but died as a result of her injuries.

"It's hard for me not to cry," Cpt. Russell Solano of the Detroit Police Department told WDIV, a CNN affiliate. "It's difficult, really difficult, we're talking about a 9-year-old girl playing, and she's not here anymore."

"It's her neighborhood – she should be able to be free and do what all the kids do – take a walk, ride a bike – they should not be afraid of being in their own neighborhood," said Claudia. Stapleton, Emma's aunt, at WDIV. "It's just very devastating, very very hurtful for this family.

Emma's family described her as "a wonderful child who touched the lives of those who surround her" on a GoFundMe page in order to raise funds for her funeral expenses.

The owner of the three dogs was arrested, but the police did not identify the 33-year-old man and did not specify where he had been charged. Wayne County attorneys told CNN that they had not yet received a warrant from the police.

The three dogs were taken to Detroit Animal Care and are under evaluation.

"Due to the seriousness of the case, it is very likely that dogs will be euthanized," the department said in a statement.
