A girl found tied up in a car was taken to rehab, says CHP

California police officers rescued a 17-year-old girl on Monday night tied up and gagged at the back of a car, but investigators later learned that her captors were her captors, her father and his sister trying to take him to a rehab center in Mexico, authorities said.

A witness called 911 around 7 pm Monday, after spotting the teenager attached to the back of a Toyota Corolla on Interstate 5 heading south near the border with Orange County, CHP spokesman Kevin Smale, said.

Investigators said his 67-year-old father and 21-year-old daughter, both from San Juan Capistrano, abducted her, Smale said.

"The father and sister were planning to transport the miner to Mexico to a drug treatment center," Smale said in a statement. "The 17-year-old woman admitted to using methamphetamine in the past year."

The officers took the 17-year-old into custody, Smale said.

It was not known whether the father and sister had been arrested, but Smale said that the road police officers had consulted the investigators of the county prosecutor's office and that "criminal proceedings were pending against the adult members of the family".
