A good Samaritan who bought a collection of cookies from shivering scouts on Friday night was arrested Tuesday on drug charges by the federal government, according to the Drug Enforcement Administration. McGowan's indictment, which was filed Feb. 19, describes his long-standing role in an alleged scheme to smuggle Mexican fentanyl, heroin and cocaine into the United States. in the USA.
