The incident occurred Tuesday night in Sunnyvale. Police were called to the scene around 6:40 pm, said Captain Jim Choi of the Sunnyvale Department of Public Security.
A preliminary investigation showed that pedestrians were on the sidewalk when the black sedan drove them, he said, describing it as an "intentional act".
Witnesses told the police that there was no sign that the car had tried to slow down and that there was no evidence of braking on the scene, a- he declared. The car eventually crashed into a tree.
A man is in police custody and the police contacted the FBI about the driver, according to Choi, who said the investigators were considering "all possibilities" in terms of motive.
The FBI assists local law enforcement in the investigation, according to a spokesman for the agency. "If a federal crime had been committed, we would get more involved."
The eight patients are all in a local hospital and several are suffering serious injuries, he said. The youngest victim is 13 years old. It is not known if the driver knew one.
It is believed that the incident is isolated, said Choi. The police did not identify the driver or the victims.
Sunnyvale is about 40 miles from San Francisco.
