Telkom has become South Africa's first mobile operator to implement Icasa's end-user subscriber services charter, which governs communications, governs the expiration of data.
This means that Telkom mobile customers can now transfer data to other users and fly over unused data.
"Telkom customers, no matter what their plan, can now transfer their data between Telkom Mobile customers and benefit from extended data validity periods," the company said in a statement on Monday.
Earlier this month, C and MTN cells reached an agreement with Icasa allowing them until 28 February 2019 to implement the new rules.
Cell C filed an urgent motion against Icasa in the Johannesburg High Court, claiming that Icasa's deadline of 8 June 2018 was too tight and that it would take at least six months comply with it. MTN South Africa has joined the bid.
The regulations, which deal with rules on data expiration and non-integration of data, aim to protect consumers from high loads. They were published on May 7, and operators have one month to comply.
Specifically, the amended regulation states that operators must:
- Offer to transfer data to customers, even if Icasa has left it up to the companies to determine the duration of this transfer period;
- Send out-of-use notifications to consumers once they've used 50%, 80% and 100% of their bundles;
- Ensure that off-rate data is explicitly accepted only – consumers should not automatically be badigned non-bundled rates by default when their bundles are depleted;
- Provide an option to offer unused data to other users on the same network.
