It is worthwhile to approach the branding strategy. iPadOS is a renaming of iOS to better signal the interest of Apple for the tablet. However, the basic experience is largely the same. It's more a brand change than a functional differentiation, at least for this year. We could witness more radical changes in the user experience of the iPad and iPhone in the coming years.

iOS 13, with some extras focused on the iPad
Regarding the news specifically for iPad, there is a new home screen. There are now two presentation options for the Home screen. There is the traditional 5 × 4 grid and a new, denser configuration.
In the new mode, the grid of applications is 6 x 5 – and the layout remains the same whether you are in portrait or landscape. On the first home screen, you can even have a persistent sidebar of widgets. You can choose a few widgets to stay visible at all times, and everything else is available with a swipe. This means that you can see things like calendar appointments and current weather directly on the home screen.
To tidy up, each app icon is slightly smaller and there is less space between each icon. It's a better use of space, especially on larger iPad Pro models. You can switch between standard icon mode and large icon mode in Settings.
New multitasking features for iPad
iPadOS greatly expands the capabilities of the iPad multitasking system. Slide Over applications and full screen applications now have separate multitasking trays. You can switch between Slide Over applications by using a new home indicator, with the same familiar scans that you have learned with the iPhone X phone series.
iPadOS also allows you to have multiple windows for one application. You can open two separate message conversations as separate windows. You can display both windows side by side or even combine other applications. An application window may be entirely separate from another application window in Slide. Long-press an app and select Show all windows to focus on all open windows of a single app.
The new multitasking and split-screen options give iPad users more power to be productive, but they also add complexity to an already confusing system. This is something that must be learned for sure.
Apple Arcade now on iPad
The release of iPadOS also means that Apple Arcade games are now also available on iPad. After launching on iPhone last week, Apple users with multiple Apple devices can seamlessly switch from iPhone to iPad and continue to play their favorite Arcade titles. Achievements and game saves are automatically synced with iCloud and Game Center.
The entire Apple Arcade library is available on iPhone and iPad (most games are also for Apple TV and Mac). Some Arcade games are clearly designed for the phone first, but many titles have a larger work surface for a tablet. iPadOS 13 allows you to connect for the first time PlayStation and Xbox controllers to the iPad, allowing you to play a multitude of Arcade games.
Productivity gestures, USB sticks and file updates
iPadOS offers new text editing movements to make text editing easier and to eliminate errors. Rather than shaking your iPad to cancel, you can now slide to the left with three fingers. Take the blinking text cursor and drag it where you want. Pinch with three fingers to copy and pinch to a new place. The new gesture system should help speed up common text operations.
