Apple says the update fixes a bug that caused the camera application to take deep-texture portrait images on the iPhone 8 Plus. Here is the complete explanation of Apple:

iOS 12.3.2 solves a problem that could cause the camera to capture Portrait mode photos without depth effect on some iPhone 8 Plus devices.

iOS 12.3.2 should be available around 1 pm (EST) later today. We will update when the software update will be released and note any other changes detected, but it will probably be a small update. You will be able to update through the Settings app on your iPhone or iPad.

Last month, Apple released iOS 12.3 along with other software updates, such as the all-new Apple TV app. Shortly after, he released iOS 12.3.1 with VoLTE and iMessage bug fixes. This update resolved issues with VoLTE, the Filter unknown senders setting, and so on.

Apple is also testing the beta version of iOS 13, which will be available to all in the fall alongside iPadOS 13, macOS Catalina, watchOS 6 and tvOS 13. These updates were unveiled last week at of the global developer conference organized by Apple.
