IPad mini 6 owners have complained about a “frozen scroll” issue that affects some iPad mini models when using the device in portrait mode, and Apple now says the behavior is normal for an LCD screen.
“Jelly scrolling” refers to the tearing of the screen, which can make text or images on one side of the screen appear downward due to mismatch in refresh rates. This can make one side of the screen appear to react faster than the other side, a visual disturbance that’s hard to miss once you notice it.
Apple said Ars Technica this jelly roll is normal behavior for an LCD screen. The screen is designed to refresh row by row, which can cause a slight delay between when the rows at the top and bottom of the screen are refreshed, resulting in uneven scrolling issues.

Unfortunately, with Apple calling the problem normal behavior, that means those who aren’t happy with the jelly’s scrolling effect are unlikely to be able to get a replacement device from Apple.
Owners of iPad mini 6 who cannot get past the jelly scrolling on their tablets should make sure to make a return or obtain a replacement within 14 days of purchase during the standard return period. Not all iPad mini devices seem to experience the problem to the same degree, so it may be possible to purchase one that has less scrolling lag.
Apple might also release some sort of software patch in the future to fix the issue, even though the company claims this is normal behavior.
