Update: Apple has also released macOS Catalina beta 9 for developers.
Apple today released the first beta version for watchOS 6.1 developers for testers. This comes after the release of watchOS 6 to the public last week for Apple Watch Series 3 and Apple Watch Series 4.

Apple will release iPadOS and iOS 13.1 tomorrow to the public, but we do not have a release date for watchOS 6.1 yet. We are still waiting for watchOS 6 for series 1 and 2 and macOS Catalina, which will arrive later this fall.
Apple Remarks The beta version of watchOS 6.1 is missing "some of the faces of the watch are new to watchOS 6."
