Voting in Peru: President of the election jury did not give a deadline to resolve presentations due to alleged irregularities

The National Election Jury (JNE) of Peru has ratified that it will only announce the results of the second round of the presidential elections held on June 6 when it has resolved all the minutes noted and the cancellation requests presented at the end of the procedure.

This Tuesday, the National Office of Electoral Processes (ONPE) reported that leftist candidate Pedro Castillo won with 50.125% of the vote on the right Keiko Fujimori, who obtained 49.875%, after 100% of the recorded minutes of the second presidential round.

With all the votes recorded, Castillo got 8,835,579 votes, 44,058 more than Fujimori, which received the support of 8,791,521 voters.

Despite the completion of the scoring, the winner cannot yet be declared, as Fujimori Fuerza Popular party calls for the cancellation of hundreds of ballots for alleged irregularities which he considers part of a “table fraud”.

These requests are currently being examined by the decentralized offices of JNE, which have so far rejected the most for being submitted after the deadline or for lack of substantial support. For the time being, none of the orders placed by Fujimori have been accepted due to defects in form or lack of justification.

The plenary session of the highest electoral court noted that since last Monday it has held hearings and public sessions in which it listens to the parties’ allegations, then broadcasts live its deliberations and votes on resources. “In order to provide maximum transparency on their decisions before the public.”

Resolutions on appeals are transmitted to the Special Electoral Juries (JEE) of each jurisdiction so that they, in turn, transmit them to the corresponding Decentralized Offices of Electoral Processes (ODPE) so that, if necessary, enter them in the calculation of the results.

Later, when the JEE has no more pending resources to resolve, They will proceed to the proclamation of the results within the framework of their competence.

Finally, The plenary session of the JNE will sign the general proclamation of the results and deliver the credentials to the candidate who will assume the Peruvian presidency for the period 2021-2026, in accordance with the Constitution and the organic law of elections.

“In this way, the JNE as an autonomous constitutional body proceeds in compliance with the electoral regulations in force and the regularity of the procedure, so that the election results are a faithful reflection of the public will expressed at the ballot box, ”concluded the plenary session of the highest court.

In this context, the president of the JNE, Jorge Luis Salas Arenas, called for calm pending final deliberations: “Let us not invoke more division, we must rebuild bonds of solidarity and seek consensus for the good of the country, we are a great nation, not two nations but one and we are worthy of it.”

Arenas explained that the JNE must resolve appeals against the observed records and that according to the system, there would be more 80 calls. “The announcement of the results of the second presidential round will take place as soon as the resolution of these pending proceedings is completed,” he said.

Thanks to his Popular Force party, Fujimori requested “a computer audit of the process of digitizing electoral files”.
