The provincial government has announced the decree in which it sets the tax benefits for users who adhere to the distributed energy production scheme.

These are reductions in property taxes, gross revenues and stamps for residential users and SMEs.

Immovable. The discount for genset users can reach 20%. In this case, as for other tax benefits, the authority responsible for the application will set a percentage scale based on the different levels of user generators. In addition, all tax benefits will be valid for five years.

Gross income. User-generators can receive a discount of up to 5% on this tax. In addition, the injection of electricity into the distribution network managed by Epec and the cooperatives will be exempted from paying this aliquot, provided that it does not exceed a certain volume of kilowatts.

Stamps. All deeds, contracts and / or instruments required to process membership in the distributed power generation scheme will be exempt from payment of this fee.

Other details

The appendix defines three categories of user-generators according to the amount of energy generated. Small, up to 3 kW; average from 3 to 300 kW and large from 300 to 2 MW.

The distributor (Epec or cooperatives) must respond within three working days to any request from a user to join this program.

If authorized, a certificate will be issued and the distributor will have to place a bidirectional meter to calculate the energy that it consumes and the one that will eventually be injected into the system.

Sell ​​energy

This energy injected into the system will be the surplus generated after baduming its own consumption.

This surplus will be paid at the kW value on the wholesale electricity market at the time of injection into the system.

A billing balance will be established on the invoice. That is, the amount that the distributor charges for his consumption will be subtracted from the amount of money that will be paid for the energy injected into the system.

In a report from this newspaper, several experts pointed out that this form of compensation would not be very practical for residential users who decide to install solar panels and who do not have their greatest consumption at the time of generation (between 10 am and 6 pm)

However, decentralized generation, using renewable sources, is helping to reduce the polluting emissions responsible for climate change.

Much of the country's electricity is produced by the burning of fossil fuels (coal, gas, oil) that produce these gases.

Credits for the equipment

Another problem related to the placement of solar panels is the high initial cost. In this sense, the governor Juan Schiaretti announced the establishment of a low-rate loan system for the purchase of such equipment. This program will have funds for 600 million pesos.

According to Schiaretti detailed at the beginning of the legislature's sessions, will be five and seven year credits, with two years of thanks and with a cap on the interest rate.

These benefits can be added to those available to the nation through the Decentralized Renewable Energy Fund (Fodis).
