As if the allegations of corruption and complicity in organized crime against his son Flávio, the "zero one" of the presidential family, were not enough, Jair Bolsonaro is facing these days to a serious Cabinet crisis, after having sacked his secretary-general to the presidency (although this morning the Official Journal has still not resigned), former campaign chairman and former president of his party, Gustavo Bebianno.
Ally of the less ideological wing of the government, Bebianno would step down after being accused of embezzlement during the campaign and after a strong public fight with Carlos Bolsonaro, the son "zero two", aligned with the most fanatical wing, "olavism". The government inmates are hot and the second month of his term, the minister leaves office, threatening to say everything he knows, accusing the traitor president and challenge his mental health.
It all started with the complaint, published by the newspaper Folha of S. Pablo, to divert public funds from the electoral fund during the last election campaign, involving at least two ministers: Bebianno, Secretary General of the Presidency, and Marcelo Álvaro Antônio, Minister of Tourism. Antônio, president of the PSL – party for which Bolsonaro was presidential candidate – in the state of Minas Gerais, allegedly hijacked 279 thousand reais trout applications, used solely to justify funds in accountability.
Despite all the money they claimed to have spent, none of them had more than a thousand votes. Bebianno, former national party president, reportedly deflected 650 thousand reais through two trout candidates of the state of Pernambuco. Maria de Lourdes Paixão, who received just 274 votes, received 400,000 reais from the electoral fund. Érika Siqueira Santos, a former PSL advisor who spent, apparently, a quarter of a million reais, collected 1315 votes.
Some of this money was used to pay a printing company that does not even have any printing machines to do a job of this magnitude. On the other hand, when managing Bebianno at the head of the party, more than one million reais would have been diverted with bills from a company of another ruler.
The use of "candida oranges", color that identifies the leading men (as Queiroz, the "orange adviser" of Flávio Bolsonaro), is not a novelty in Brazilian politics. According to a TV Globo survey, in the last elections, there were at least 51, which served to divert tons of money.
The denunciations against Bebianno fell like a bomb in the palace of Plbadto, while the president was still recovering from an operation at the Albert Einstein Jewish hospital and his main collaborators waged a war to determine who was the responsible. It was not a minister, but one of the main political articulators of a government that does not seem to have a clear direction somewhere. In addition, he had been campaign director and chairman of the official party. He knew so all the management of money of the election campaign.
"There is no crisis, I have spoken to the President three times today," Bebianno told the media on Wednesday, denying the charges and baduring that he would stay in power . But, surprisingly enough, one of Bolsonaro's sons, Carlos, Rio de Janeiro city councilor and de facto head of presidential communication, denied him on Twitter.
"Zero dos", the only son of the president who was with him and with the first lady of the Rolls-Royce used at the official inauguration ceremony, tweeted that the minister was a liar and published a recording audio in which his father tells Bebianno: "Look, Gustavo, it's complicated for me to talk, then we will not talk" and he wishes "luck". Then the message was retweeted by the account of Jair Bolsonaro himself, although it is difficult to know if he did it, his son Carlos always having the pbadword. In an interview broadcast on TV Record, a television channel of the Universal Church of the Kingdom of God that plays the role of the government's official propaganda media, the president said that: If the allegations were proven, the minister should leave.
Everything that happened afterwards was surreal. Bebbiano asked a journalist to listen to conversations with the president and, through various interlocutors, he started sending threatening messages to the government that were raised by the press and took over social networks. He said the president feared that the allegations would overflow him, and he also warned the government interlocutors: "If I fall, Bolsonaro falls too." In an unprecedented event, the secretary general of the presidency left behind a direct threat against the president in order to avoid being removed from office.
In the government, the crisis has aggravated internal crises that did not stop from the first day. On one side, there has been a personal brawl between the minister and Carlos Bolsonaro, who, even though he has no office in Plbadto, commands more than many ministers. Prior to the presidential inauguration, the most powerful son had retired from the transitional team he's beaten with Bebianno, who revealed to the press that the youth would occupy the Communications Secretariat, provoking a controversy that finally left him at no cost.
Moreover, as Brazilian journalist Pedro Dória pointed out, Bebianno had also clashed with Onyx Lorenzoni, chief of staff, during the election of the Speaker of the Chamber of Deputies, in which Onyx wanted to transform Rodrigo Maia, winner and Bebianno supported him. The block of the PSL has been divided and is composed of a private WhatsApp group where another of the presidency's sons, MP Eduardo Bolsonaro, has beaten him with another pro-government MP and has said it all. Every minister has played for one or the other side during an election that would define who would preside the lower house, without it being clear who the president supported.
All these struggles are part of a larger conflict between different factions that are challenging the political course of government. From one side the wing more ideological and fanatic, whose referents are the presidential guru Olavo de Carvalho, a strange figure of the Brazilian far right in social networks, and ministers and evangelical leaders, who want the Plbadto's priorities to be the fight against feminism, homobaduals and imaginary communism.
In this team, they play, among others, the minister Damares – Aunt Lydia of the story The maid – and the Minister of Foreign Affairs Araújo, supported by Eduardo Bolsonaro and confronted the vice president Mourão. On the other hand, there is the "pragmatic wing," as Dória calls it, which adds to neoliberals of the Chicago School run by the super minister. Paulo Guedes, who says the government's priority is: economic reforms, and the group of army generals, who occupy various ministries and are concerned about governability.
This group complains of the protagonism and scandals caused by the sons of Bolsonaro and, for this reason, defended the continuity of Bebianno within the government. "Children are a problem for every family. I am sure that the President, at the right time, will put his boys in order, "General Mourão said at a public event.
Finally, on Friday, accompanied by Lorenzoni, Mourão and General Heleno, Chief Minister of the Institutional Security Cabinet, Bolsonaro received Bebianno and offered him an elegant exit: he would leave the ministry, where he would be very exposed, but would gain position towards the bi-national company that operates the Itaipu hydroelectric power plant. But Bebianno said no. It was a tense meeting, with mutual accusations, that ended badly.
The minister said that he had accused the president of betraying him and that he told him that "a general can not shoot at one of his soldiers in the back ". Bolsonaro has dismissed him from the government, but until now, he has not officially formalized his dismissal. "A faithful person will always be faithful. The poor, poor, lives forever until the world collapses on the head," was the sentence chosen by Bebianno to be published on his Instagram account, which is now locked.
According to the O Globo newspaper, the minister (ex?) Told an ally that the president was crazy and that he was a dangerous person for the country. "I lost confidence in Jair and I'm ashamed to have believed him"He also stated and admitted that he should apologize to the country for making his candidacy possible, by giving him the party to register him in electoral justice.
Already practically out of government and after they have transcended his inflammatory statements in the media, Bebianno was approached by reporters when he left the hotel where he lives and, without denying anything, stated that "now it's time to refresh your head " and promised to speak in public "in a few days". A new threat? It seems like a lie, but barely a month and a half ago they came to the government and they still have about four years left.
