Manuel Germán Ramírez Valdovinos was arrested in May 2000 in Tepexpan (Mexico) without a warrant issued by ministerial agents who allegedly used violence. At that time he was accused of killing Manuel Martínez Elizalde.

Ramírez Valdovinos was beaten while he was taken in a car without a patent and provided with tinted windows. They covered his face and tortured him. Then they unionized him as a murderer, which was not supported by evidence or witnesses. A few months later, the third Toluca Criminal Court, Arturo Velázquez Méndez, sentenced him to 40 years in prison.
