An unspecified number of people were injured in a streetcar killing Monday in a residential area of Utrecht, central Holland, police reported the city on Twitter.
Medical helicopters went into the firing zone, officials said, asking the population not to go to the scene to allow rescue teams to do their work.
In the investigation does not rule out a possible "terrorist motive" after the shooting.
Police, including heavily armed police, took the scene after the shooting Monday morning on a streetcar at a busy intersection.
Prime Minister Mark Rutte described the situation as "very worrying" and the country's counterterrorism coordinator said on Twitter that a crisis team had met to discuss the situation.
At present, no suspects have been arrested.
