The State Commission on Human Rights (ECHR) of the Southern Statea Luis Potosí opened a complaint of office badaulting an inmate from municipal police of Villa de la Paz, after making public a video in which we show how they beat him and insult him.

"I did not do anything," said the man, dressed only in pants, while the police force him to stand several times while asking him to apologize.

At the beginning of the video, it is observed that one of the officers enter the cell with a table a few seconds later, he uses to spank the inmate who, crying, asks them to "do not hit him" and, as the only answer, he gets more blows and insults.

Then, they demand that raise your pants continue to hit him, in front of the cry of the man who keeps asking that they do not hit him anymore.

The State Commission for Human Rights (ECHR) has already lodged an official complaint to issue a recommendation and absolve itself of all responsibilities. The three police officers who participated in the video, the two who beat the detainee and the one who recorded, were already separated from their duties, according to information from the mayor's office.

"On the basis of the official letter of the fourth inspector of the Commission of State Rights, the city of Villa de la Paz, accepts precautionary measuresalso notes that the video showing the badaults of the elements with regard to the detainee has already been sent to the office of the internal controller of the municipality, so that the procedure can be launched and exemplary sanction officers who have committed acts contrary to the law, these having the appearance of a crime, "said the mayor in a statement.

Francisco Javier Medrano Álvarez, municipal administrator, said that although the ECHR has already filed a complaint, "we will give an answer".

Jorge Andrés López Espinosa, President of the ECHR, said that a complaint had already been lodged with the State Attorney General's Office (FGE), acts of torture.

He reported that, after learning of the attack, the staff of the local self-government unit went to the municipal cells to prove that the video images were true and, once their authenticity was verified, the complaint had been lodged.
