The Inter-American Commission on Human Rights (IACHR) insisted Friday on the need to have a "complete list" of people detained in Nicaragua as part of the anti-government protests and that "is duly verified and accepted by all parties ".
At the special meeting of the Permanent Council of the OAS convened to discuss "The situation in Nicaragua", the rapporteur on the rights of persons deprived of liberty, Joel Hernández, stressed that the IACHR "takes note" of the release "first of 154 people" and today of 50 others, and warned against the "challenges" outstanding after the recent agreements.
Hernandez stated that on March 18, the IACHR submitted to the OAS General Secretariat a list of 647 people deprived of their liberty until that date.
In this context, he indicated that the IACHR it subscribes to "the demand of civil society, and in particular of the victims, to release quickly those imprisoned as quickly as possible".
"The Commission believes that the release process must be methodical, timely, transparent and provide certainty as to the legal status of those released," he added.
The Special Envoy of the Organization of American States (OAS), Luis Ángel Rosadilla, explained that the International Committee of the Red Cross (ICRC), organization with which he had been working for ten days, had presented ready to facilitate the release from a larger number of inmates.
"Yesterday, he presented to us the overlapping of the various lists that were presented to him and he hopes that the table of negotiation return aspects where there is no compatibility in the lists and most importantly, who are on this list for this agreed release, "said Rosadilla.
On the other hand, the delegate emphasized the "frank" climate of the talks at the negotiating table.
"At this very moment, the table is gathered to gather the information of today, as well as the information provided yesterday by the Red Cross, and work for the purpose of making the corresponding return and that the freedom prisoners become effective, "he said.
Rosadilla estimated that the release today of 50 other prisoners contributes "to maintain this climate" and stressed that during his stay, he remained in the role "observe, not to intervene, except in matters". Nicaragua is plunged into a crisis as a result of the street protests that erupted on April 18, 2018 due to an unpopular social security reform.
This resulted in 325 deaths and hundreds of prisoners, according to the report. IACHR, although some local humanitarian agencies are raising up to 568 victims, while the executive only recognizes 199 people dead and denounces an alleged coup d'etat.
