The proposals also include a comprehensive tax reform aimed at reducing the tax burden; the prohibition to appoint representatives of companies; centralize the conduct of educational policies, and a political agreement through an economic and social council.

Several of the points coincide with the platform raised by Sergio Mbada and José Manuel de la Sota before the 2015 STEP campaign, in which Lavagna was allied and promoter.

Lavagna negotiates the document with the leaders of socialism, the GEN, the disenchanted radicals of Cambiemos and leaders of the PJ and trade unionism.

The candidate promotes constitutional reform aimed at eliminating presidential reelection and returning to the system of a single mandate. Although the document does not specify it, the candidate's interlocutors badure that they could return to the six-year period or apply one of the five years. But that will be part of a future conversation.

The guidelines also seek to prohibit indeterminate re-elections in all elective positions (Senators, Members of Parliament, legislators, governors and mayors). And he would seek to unify mandates and legislative elections. That is, the national and provincial elections should be held on the same date.

According to the document, this would aim "to put an end to the problems arising from the ongoing campaign that stimulates confrontation, impedes the articulation of consensus and conspires against the effectiveness of the government".

The last constitutional reform dates back to 1994, when the then president, Carlos Menem, succeeded in instituting re-election, with two four-year terms.

Lavagna does not want business representatives either. It is an elevation shot at macrismo. It proposes "to elect competent officials according to their professional abilities and not their political or partisan affiliation". In the field of education, it encourages a "national policy in its conception and decentralized in its execution".

He also argues that unions form trades for the unemployed who do not work or study. "Recreate a culture of work, a fourth level of education badociated with the world of work, to incorporate knowledge and skills, and give a decisive role to trade unions as actors in the education system".

It also encourages popular consultation on issues of moral and religious beliefs, such as abortion.

The economic and social pact that he proposed publicly is expressed as a "general agreement to establish a strategic direction, with a long-term vision" to "convert these agreements into public policies", "reduce social conflicts, "give rules of the game" and "avoid abrupt changes" that "reduce credibility and trust".

To do this, it would create an economic and social council that would channel the participation of companies and unions. The document does not refer to religious beliefs and social organizations, but Lavagna would include them.
