Brigadier General (GNB) Ramón Agustín Balza Liota, arrested for the start of the final phase of Operation Libertad on 30 April (30A), is currently imprisoned in the basement of the Directorate General of Military Intelligence (DGCIM), the same place where he was one authors. with Colonel Rafael Franco Quintero, of order fake reports and reports against the military opposed to the government.

General Balza was allegedly involved in the military action of 30A because of his relations with the general Manuel Cristopher Figuera, who was deputy head of the DGCIM before leading the Bolivian intelligence service (SEBIN).

An emblematic case of General Balza's actions was that of the Major General (GNB) Alejandro Pérez Gámez, who was director of the maintenance services for the internal order – chief of operations – of the Bolivarian National Guard and, consequently, a member of the expanded high command of this component, when the drones took place on 4 August of 2018, as an attack on the then President of the Republic Nicolás Maduro.

The next day, August 5, 2018, a group of officers of the Directorate General of Military Counterintelligence (DIGCIM) arrested him and charged him with the crimes of intentional homicide described as a degree of frustration in the person of President of the Republic, Homicide voluntarily executed executed with treason and for futile reasons in the degree of frustration perpetrated against several members of the Bolivarian National Armed Forces, treason against the homeland, launching of an explosive device at public meetings, financing terrorism and badociation.

This senior officer was not only arrested, he was also tortured and recently tortured again after a colonel, whom they arrested, said that the general he was involved in terrorist acts against the government.

The only evidence against General Gámez is a criminal record of August 5, 2018, subscribed by Lieutenant Gabriela Alas, Head of the Special Directorate of Criminal and Penal Investigations of the Directorate General of Military Counterintelligence.

She has fulfilled the colonel's orders Rafael Franco Quintero and the general Balza Liota, who was then Special Director of Criminal Investigations and Criminal Investigations, and baderts that, through counterintelligence work, they knew – it does not explain how or who – that in the attempt to badbadination, with the activation of unmanned aircraft (drones) loaded with explosives type C-4, "it was possible to know the alleged link" of GD Pérez Gámez.

Lieutenant Alas is based on rumors, introduces no element of condemnation, many tests, but indicates the high official involved in the criminal act and involves him "with members of the organization who materialized the act terrorist, providing this strategic information in a manner, at a time and place other than Eighty one (81) anniversary of the component of the Bolivarian National Guard, which would be attended by the Commander-in-Chief of the National Armed Forces Bolivarian Republic and the constitutional president of the Bolivarian Republic of Venezuela, as well as members of the military high command and government officials, to materialize the terrorist attack that took place during the celebration of the military component ".

She points out that material and intellectual authors had clbadified information related to the programming and the realization of the event, which, according to her, the official contributed. And only on this basis, without gravity, without faithful recording of the collection of data and information, nor time, witnesses, dates, anything, she asks the tax authority to demand the detention of General Gámez.

The General's Defense asked the Court to ensure the appearance of Colonel Rafael Franco Quintero, Special Director of Criminal and Penal Investigations and TTE, Gabriela Alas, in order to clarify the contents of the brief record. , so that they explain who provided the information whose general was related to the members of the organization that performed the act of drones.

This is how the leaders of the DGCIM presented the "result" of an investigation based on alleged counter-intelligence information, who considered the names of the material authors, the training site in Colombia, the people who had conversations between Colombia and the United States in Venezuela, but in reality they would not be more than what they found in the cell phones and the tablet seized by the authors materials.

Today, General Balza Liota occupies the cells of the Dgcim in the basement of his headquarters in Boleita, Caracas, where he had ordered files against officers, because, apart from the case of General Perez. Gámez, they had done something similar with the General Deal (GNB) Héctor Hernández Da Costa, who is one of the best officers of the military institution.
