In the resolution, Bonadio stated that "thanks to the evidence gathered at the beginning of this investigation", it could be established that a group of officials of the Ministry of Planning, integrated in particular by the former sub- Secretary for Coordination and Controlling Roberto Baratta, makes collections of bribes "to different individuals, having been transferred, in most cases, in vehicles driven by Oscar Bernardo Centeno".

The judge stated that "the cash deliveries indicated by Centeno in their notes were recognized by those who had made or ordered them" and had collected the names of several businessmen such as Carlos Wagner, Juan Carlos Ángel Calcaterra and Benito Roggio.

"In addition, the telephone connection carried out as part of the case gives us an additional element on the existence of meetings between officials of the former Federal Ministry of Plan transported by Rye and men of the Abovementioned cases arising from the annotations. "Said the judge.

Among the 31 repentants that Bonadio refers to in his resolution are Centeno, the businessmen of Goycoechea, Calcaterra, Wagner, Roggio, Juan Chediak; former leaders José López, Claudio Uberti, Fabián Gutierrez and Juan Manuel Campillo; the financier Ernesto Clarens; and the accountant Víctor Manzanares.
