Chicago Mayor Lori Lightfoot called the footage “unbearable.” Speaking at a lecture, he said it was an “incredibly painful tragedy” that is sure to elicit an emotional reaction from anyone who sees it.

The video was released by the Civil Police Liability Office (COPA), which published about 20 events recorded with the cameras of the police officers deployed on the scene, as well as the security cameras in the area.

Police said they found a gun at the scene and that it was the one Toledo was believed to have. But the video doesn’t show him throwing a gun before shooting him. On the contrary, when he raised his hands, he didn’t seem to have any.
