If the sending State refuses or fails to perform within a reasonable time the obligations incumbent on it in accordance with paragraph 1, the receiving State may refuse to recognize the person concerned as a member of the mission “, indicates the item.

In a third message, the Ministry of Foreign Affairs affirmed that this decision is taken despite the circumstances and with the intention of Colombia to privilege diplomatic relations and cooperation with the Republic of Cuba.
