Siblings involved in the sexual abuse of a minor sent to prison

This June 1, the Office of the Attorney General of the Nation obtained an insurance measure against the brothers Melissa Viloria Rodríguez and Juniño Lara Viloria for the offenses of aggravated simple kidnapping and abusive carnal access with a minor under 14 years aggravated.

According to the investigation coordinated by a prominent prosecutor in front of the Gaula, the kidnapping took place on May 24.

According to authorities, an 11-year-old girl boarded a taxi in the Robledo Aures neighborhood of Medellín and allegedly he moved to the area of ​​La Gabriela, in Bello, Antioquia. In this municipality, apparently, the victim was going to meet Lara Viloria, with whom, supposedly, he communicated via social networks since March 17.

The mother of the minor lodged a complaint and units of the National Police mobilized to the building where the taxi driver dropped off the girl. Upon entering the house, they heard a cry for help, so they went up to the second floor to check what had happened. There, the men in uniform found the girl.

In the midst of the rescue procedure, the Viloria brothers arrived at the scene and immediately the victim pointed to them and indicated that they would have detained her and threatened to kill her if she ran away. Additionally, she said the man sexually assaulted her. This situation has been confirmed by the Institute of Forensic Medicine.

The defendants were caught in the act; however, In the concentrated hearings, they did not accept the crimes accused by the prosecutor’s office.

Sexual abuse in Colombia worries the authorities, only in 2020 more than 24,000 administrative procedures were opened to restore the rights of girls, boys and adolescents, including 12,724 for sexual violence.

It should be remembered that, according to Legal Medicine data from 2019, in that year alone, 8,336 exams were performed on minors aged 6 to 11 for allegations of sexual violence. Of these, 6,840 were performed on girls and 1,496 on boys; 1,184 children in rural areas and 7,121 in urban areas; 68 were minors with some type of disability and 298 were from Afro-Colombian communities.

In fact, a study by the Attorney General’s office published by Semana He specifies that between January 2017 and August 2018, it was found that 90 percent (65,430) of sex crimes were under investigation; only 1.2 percent in execution of sentences; 5.7% on trial and 2.5% under investigation. In other words, 98.2% of them went unpunished.

According to figures from the prosecutor’s office, in the first two months of 2021 alone, 1,103 investigations were opened for allegations of abuse, rape and other sex crimes. Among these cases, 1,181 were minors victims of this scourge.

The technical report of the Public Prosecutor’s Office relates the period between January 1 and February 16 of this year and according to researchers, it has been established that on average every day in the country 25 children and adolescents were sexually assaulted.

Regarding the profiles of the attackers, the prosecution indicated that most of them are in close environments or within the same family nucleus. Those who do this most are in-laws, uncles, parents, cousins ​​or those very close to the family.

The Office of the Prosecutor has asserted that cases of persons the investigating entity designates as “Helpers”: neighbors, traders and other people in contact with children, who use the ranks of authority or hierarchy to subdue and intimidate them.
