A city bans the use of PSG jerseys, identifies itself as a fan and even “behaves as such”

CONSIDERING that in these circumstances it is up to the Prefect, within the framework of his administrative police powers, to ensure public safety and sanitation and to prevent brawls and disputes accompanied by disturbances in the streets, excited uproar in places of public gathering, crowds, noise, neighborhood disturbances and all acts that may compromise public peace;
