The Puerto Rican governor, Ricardo Rosselló, resigned, as he had promised, which allowed the former politician Pedro Pierluisi to swear as his successor, a move that plunged the island in a period of political uncertainty.
Rosselló had promised to resign in response to mbad protests that had lasted weeks against the government's mismanagement and a series of debates in which he and his advisers denigrated Puerto Ricans. Due to eligibility issues of Rosselló government members who were part of the constitutional succession, it was unclear who would govern until the last minute.
Pierluisi was named secretary of state – the position that occupies the first place to replace the governor – this week when the legislature was on hiatus.
In an email announcement from his office, Rosselló said Pierluisi would be sworn in to complete his term. He was sworn in before Judge Luisa Colón at 5 pm, at which time Rosselló had stipulated his resignation.
The House of Representatives of Puerto Rico confirmed Pierluisi as Secretary of State Friday, but the Senate did not vote for his appointment. Rosselló said the confirmation of the two chambers was not necessary for an appointment during the legislative holidays, an badertion that, apparently, will give rise to legal challenges.
