Governor Alfredo Cornejo returned to the Council of the Americas in the last year of his term. Before taking office in 2015, he had attended for the first time the same investor space with Lisandro Nieri, but the situation was very different. He was looking for credibility and funding for a province that could not pay the salaries of public service employees. She was accompanied by the one who began to become his advisor, Martín Kerchner. This Monday, Cornejo badured New York that he will not need to issue any debt this year because Mendoza is financially balanced. He did so by presenting in turn who could be his successor as governor, the mayor of the capital, Rodolfo Suárez.

This is the new trade mission with provincial officials and local business people gathered in the CEM who have had a breakfast meeting with different groups of investors. From there, Cornejo exposed in the panel "Argentina: challenges and opportunities for 2019", where he declared that "we have a balanced state, we are satisfied with the task accomplished and we must therefore continue on this way", with Suarez observing side.

"In 2016, we issued borrowings to cover the recurrent deficits of the provincial government. In 2017, we came to explain the progress made and not to ask for resources. In 2018, we repeated the experience. And today Now, we are doing the same job: we are not asking for resources to finance ourselves, we are saying what we are doing, "said Cornejo.

In summary of his management, the governor explained that "during these three years, we have reached a better state to provide basic services, a more orderly state, with better budget credit, with smart regulations that allow the development of individuals and businesses, not regulations that undermine the capacity of individuals. "

Cornejo drew the rules for Uber and Cabify urban mobility applications, which in other cities – including Buenos Aires – are illegal and their approach is confrontational. "We understand that these changes are positive and we get the approval and consensus of public opinion, and today these systems coexist without any problem."

Cornejo's speech to the investors of the Council of the Americas also aimed to show that the province would have a "fiscal freedom" because "in 2017, we reached the balance of expenses and incomes".

The president also mentioned viticulture, despite the conflict in the province because of low prices and surplus stocks that could explode in the context of a political conflict during the harvest festival. But he added another activity: the hydrocarbon. In his speech, two key words appeared: Vaca Muerta and fracking.

"We have the conventional oil and the northern language of Vaca Muerta to the south, we exploit this wealth with legal certainty, we have issued a decree, approved by institutional bodies, which governs the extraction of oil with the technique fracturing, protocolarized to take care of the water and the environment, "he summarized.

There was a paragraph for the more partisan question and a mention of the elections that will take place this year, where he stressed the need for the ruling party to bet on "continuity". And without mentioning it, he introduced Suarez.

"We are going to have a clean and transparent electoral process, we believe that citizens want to continue on this path and we will offer this continuity, for which we support a candidate who will overcome what we have achieved since he will find a province In a more orderly way and with strong accounts, we can realize that Mendoza has an economic environment that allows real jobs and investments, generating the well-being that citizens need, "he said.

The last thing to do was to explain that Mendoza has become a reliable province for investors, for services provided by the provincial state. And even there was a margin to question Peronism.

"We have not changed contracts at all that guarantee a positive business environment, we are improving services, increasing them slightly, making them sustainable for citizens and businesses." We did it by educating populism, explaining that it was necessary to grow, "he said.

Cornejo also noted that energy projects had been launched and said that this year, Portezuelo del Viento, the mega-hydroelectric project on Grande Grande Malargüe, will be financed by the Nation and the Province.
