European country recognizes cats and dogs have ‘feelings’

For the first time, the UK legally recognizes that vertebrate animals, pets and wildlife, have feelings, by passing an Animal Welfare Bill which was introduced today in the UK Parliament.

If this initiative is approved, any new legislation in this country should take into account that animals may experience feelings such as pain or joy. In turn, the law establishes government plans to improve standards and eradicate cruel practices for animals, Spanish newspaper ABC published.
