The meeting, which the Argentine Foreign Ministry has described on its website as "the most important international conference on cooperation among developing countries", aims to achieve the development of states through the exchange of information. experiences and knowledge. Ana Ciuti, general manager of international cooperation of this portfolio, explained this in an interview with El Cronista.

This summit will be the second of its kind to be held in the country after the holding of the first United Nations Conference on Technical Cooperation among Developing Countries in 1978. In this conclave, the Buenos Aires Plan of Action (BAPA) adopted, which sets the course for technical cooperation.
