The government has authorized the installation of polling stations in different cities of Argentina, so that Peruvian citizens residing in the national territory can participate in the general elections that will be held in their country of origin on April 11, in that the next president of this nation will be defined. The measure was announced by the Administrative decision 345/2021, published this Saturday in the Official Bulletin.

The rule, signed by the Chief of Staff, Santiago Cafiero, and the Minister of Health, Carla Vizzotti, establishes that both voters and staff affected by the elections will be excluded on that day from the latest restrictions on movement imposed by the president Alberto Fernandez to fight the pandemic, in the face of the arrival of the second wave of coronavirus infections.

This special authorization will be granted << For the sole purpose of their participation in the said electoral law, including previous and subsequent activities ”which are carried out within the framework of this civic day.

In addition, it has been detailed that will be allowed to use public transport, but only to ensure “strict compliance with excluded activities”. For this, they must process the “Unique Certificate for COVID-19 Emergency Traffic”.

In addition, the executive branch clarified that the entire operation will be carried out in accordance with “Health security protocol for the general elections of Peru 2021”, prepared by the authorities of the neighboring country and authorized by the portfolio headed by Vizzotti.

This regulation will be supplemented by the “Recommendations for the holding of elections for the authorities of foreign countries in the Argentine territory within the framework of COVID-19”, created by the government.

On April 11, Peru is due to elect its next president, although various congressional positions are also at stake. According to some surveys, none of the candidates succeed. Francisco Sagasti Hochhausler, the current president of this nation, is clearly the favorite to go to the second round, since all have less than 13% of voting intention and the technical link between the main candidates remains.

IPSOS poll, published by El Comercio, preserves centrist Yonhy lescano (Popular action) first, with 12.1% support, a percentage that increases if only valid votes are counted. In second place, with a growth of almost seven points from the last study, is the liberal economist Hernando de Soto (Avanza País), with 11.5%, while the left Veronika mendoza (Together for Peru) occupies third place with 10.2%.

A few tenths away, there are two other candidates: the former footballer George Forsyth, with 9.8%, and the preservative Keiko Fujimori, with 9.3%. The distance between first and fifth place is less than three points, while the margin of error is ± 2.5%, so a favorite cannot be declared.

Among the considerations of the administrative decision published this Saturday, the Argentine government stressed that it was the Embassy of the Republic of Peru that had requested the corresponding authorization from the Ministry of Foreign Affairs to be able to proceed to the general elections on the national territory. .

Among other points, it was underlined that the two States maintain “bilateral inter-institutional cooperation agreements” for this type of circumstance; therefore, within this framework, “measures have been taken with regard to coordination with various provincial jurisdictions and with the autonomous city of Buenos Aires” to allow the elections.

In addition, it was noted that the Ambassador of Peru in Buenos Aires “made a presentation with the logistical and organizational details of the electoral act in our country” and presented the “Health Security Protocol for the General Elections of Peru 2021 “above, to avoid the spread of the virus due to this activity.

In Venezuela and Chile, they did not allow the vote

Peru has suspended the vote of its citizens residing in Venezuela, who had been summoned to participate in the general elections of April 11, for lack of a “quick responseFrom the Ministry of Foreign Affairs of that country.

“It was not possible to hold elections in Venezuela for the lack of timely response of the Ministry of Foreign Affairs of this country ”, indicates a statement released on Monday by the Ministry of Foreign Affairs of Peru.

The note noted that “The Peruvian state can only hold an election day in a foreign territory if it has the express and prior authorization of the host state.“.

On the other hand, the electoral commission also announced that citizens residing in Chile they won’t be able to vote either due to restrictions imposed in that country due to Coronavirus pandemic.

The National Office of Electoral Processes (ONPE) detailed in a statement published on its website planned to install 392 polling stations for the vote of more than 117,000 voters residing in Chile.

However, This will not happen because measures are in force in this country “which very strictly limit the movement of people”.
