His stint in the penitentiary system, which he led between 2005 and 2007, did not escape scandals. During his speech, seven prisoners were killed at the criminal farm in Pavón, as part of the Peabad operation, officially organized to regain control of the prison. The court ruled that it was a deliberate act and accused Giammattei and other officials of their participation. After ten months in prison, a court filed the case and Giammattei was able to recover his freedom.
