The government of Cristina Fernández de Kirchner, with Héctor Timerman as chancellor, He strictly upheld the arrest warrants with red alerts from Interpol issued against Iranian suspects of carrying out the attack on AMIA. And he upheld the arrest warrants, even after signing the memorandum with Iran. This is shown by the documentation of the Ministry of Foreign Affairs known this Thursday following an interrogation made by South Korea, in early 2014, concerning a possible invitation to Mohsen Rezai, former commander of the Revolutionary Guards and included in red alerts.
South Korea has said it wants to collaborate with the detente proposed by US President Barak Obama at the time and is considering inviting Rezai to Seoul. The response signed by the vice-chancellor Eduardo Zuain, dated April 25, 2014, warns that if Rezai goes to Korea, Argentina will seek his extradition and therefore be arrested. Shortly after, the Foreign Office also informed the judge in the case, Rodolfo Canicoba Corral, of the Korean investigation for a possible invitation to Rezai. The documents show that a year after the signing of the Memorandum and well before the denunciation of the Alberto Nisman Against Cristina and Timerman, Argentina has firmly maintained the position that nothing has changed the situation of the suspects fugitives.
Zuaín’s letter to the Korean ambassador and the notification to Judge Canicoba Corral were sent after obvious consultation to Foreign Minister Timerman and him to the former president. In addition to Page 12, the documents were seen on Thursday on C5N’s MinutoUno program. “I would like to tell you that if the invitation and visit of the aforementioned official (Mohsen Rezai) or any other person in the same situation is made, Our country will demand the immediate application of the Extradition Treaty signed between the Argentine Republic and the Republic of Korea and entered into force on November 9, 2000.“. In short, if Rezai goes to Seoul, his immediate arrest will be requested and made available to the Argentinian justice system and the judge who is investigating the AMIA case, as established by the arrest warrants with red alerts from Interpol.
The footage began two days earlier, on April 22, 2014, with a visit to the Foreign Ministry by Korean Embassy number two Counselor Joyoung Jeon, received by the Special Representative for Terrorism Affairs Minister Fernando Lerena. The visit is recorded in a document bearing the title of Confidential. The report notes that Jeon told them that “Faced with improving bilateral relations between the United States and Iran, the Republic of Korea wants to take a step forward, improving its own relations with Iran. Among the initiatives under evaluation is the invitation to Iranian official Mohsen Rezai, future presidential candidate in Iran. Rezai is the subject of a red alert from Interpol requested in connection with the AMIA case. In front of this situation, Korea concerned about Argentina’s reaction, taking into account the validity of the extradition treaty signed in 2000 ”.
The salient point of the text is that the Korean official talks about Obama’s policy of reaching an agreement – a memorandum – with Iran, which was signed in April 2015, between the United States, Russia, the Germany, China, the United Kingdom and France on the one hand, and Iran on the other. It was about lifting sanctions in exchange for cutting Iran’s nuclear programs. This agreement had already been negotiated before and in this framework Korea was also trying to reach out to Iran.
The next document released on Tuesday is an internal report from the Foreign Ministry to Vice-Chancellor Zuaín and Foreign Minister Timerman. The authorship corresponds to an official, María Ruth de Goycoechea, and in writing it is detailed how the votes of the red alerts were – Iran appealed and the Interpol General Assembly in Morocco resolved it at the majority -, the complete list of Iranian suspects and the speeches of Néstor and Cristina Kirchner at the United Nations.
The nerve center of the documentation is the letter from Zuaín, after consultation with Timerman and Cristina Kirchner, in which Korea is warned that Argentina will immediately seek extradition, forcing Seoul to arrest Rezai and hand him over, as stated in the treaty between the two countries.
Finally, No less important is the notification of the Director of Legal Affairs of the Ministry of Foreign Affairs, Horacio Basabe, to Judge Canicoba Corral. In the text, the magistrate is informed that a Korean official presented himself to the Foreign Ministry and asked what would be Argentina’s position before a Korean invitation to Rezai. “This Foreign Ministry told him that the application of the extradition treaty between Argentina and Korea will be requested immediately,” said the report to the judge.
The documents conclusively prove that even after signing the memorandum with Iran on January 27, 2013, Argentina implemented the arrest warrants. This is the opposite of what Alberto Nisman said in the complaint he filed a few days before his death. The prosecutor’s messy, hasty, unproven text says the deal envisioned impunity for Iranians, starting with disrespecting arrest warrants.
Nisman’s initial complaint, later supported by the DAIA even with a treason charge, is in a kind of limbo, as six years after Nisman’s presentation, the trial isn’t even scheduled for 2021. An important point is as the former secretary general of Interpol, Ronald Noble, has repeatedly said that Nisman’s complaint – of whom he was a close friend – was false, which, with documents such as those known on Thursday, crushes the accusation.
