The government grants the Evita movement a strategic treasury of 2,500 million dollars

Some public funds go unnoticed because of their name, which is long and difficult to explain, but they are important because of the millionaire amounts they manage and the evolution of the tasks they accomplish. An example is the National Institute of Associativism and Social Economy (Inaes), which manage $ 2.5 billion in 2021 and its mission, according to the budget, is to help strengthen the sector, which brings together the activity of cooperatives and mutuals across the country.

After the death of Mario Cafiero, its owner, in September of last year, Inaes was managed by a member of the board of directors, Nahum Mirad. But in the next few hours the government will appoint a new owner, What responds directly to the Evita movement: sociologist Alexandre Roig, French, and with a long history in space, in addition to having been dean of the Institute of Higher Social Studies (Idaes), attached to the University of San Martín (Unsam).

Roig worked as an advisor at the Ministry of Social Economy, it depends on Emilio Persico, leader of the Evita movement. Their arrival, they say in the sector, would once again give the Institute a profile of well-being, as happened in the days when it depended on the Ministry of Social Development, Daniel Arroyo, and not the ministry. from Productive Development, Matías Kulfas, who took over the region in February last year to give it a more productive look. However, official sources have confirmed that Inaes will continue to be under the supervision of Desarrollo Productivo.

The possible Roig landing has been analyzed in various meetings since last week, during which, in addition to officials Fernando “Chino” Navarro, Evita reference and, in addition, secretary of parliamentary and institutional relations to the chief of staff. Roig’s name, like that of others, comes from those who have known him for years as a member of the Movement, to which he joined in 2001, during the social and economic crisis that Argentina suffered. But he gained strength and weight in the last few hours.

The arrival of a new director of INAES does not imply, according to executive sources consulted by BugleLet the region change ministries again. At La Rosada, they are convinced that due to the importance of maintaining strong links with the cooperative and mutual sector – where there is a strong union presence -, which he oversees, he will continue under the orbit of the productive development and will not revert to social development. nor to Territorial Development and Habitat, headed by Jorge Ferraresi.

The appointment of Roig and the arrival of the Evita movement to an official structure, from which precisely the funds intended for social organizations come, generates unease in the cooperative sector. Some of those that make up the sector are, for example, Coninagro and Sancor Seguros. Also short circuits with hard Kirchnerism in internal government for the distribution of functions, positions of power and the management of key boxes.

One of the functions of Inaes, according to the budget, is to promote “the strengthening and promotion of associativism as a vector for the achievement of the common good and sustainable development”. In the fund forecast for 2021, the agency has resources of $ 2.492 million, divided into four programs: $ 1,903 million for the promotion, training and development of mutual cooperatives; $ 375 million for management and administration; $ 180 million for the cooperative and mutual comptrollership function; and $ 34 million for the register of cooperatives and mutuals.
