The government has authorized security forces to use Taser weapons

The Ministry of Security has today regulated the use of non-lethal electronic weapons by members of the Federal Police and Security Forces.

The measure was commissioned by Resolution 395/2019, published in the Official Journal and signed by Minister Patricia Bullrich, and comes after the announcement by the portfolio, last January, of the purchase of Taser guns at use at early railway stations and airports.

In this context, officials from the Federal Police, the airport security police, the Navy Prefecture and the National Gendarmerie were tasked "to immediately implement training courses specific to the use of non-lethal electronic weapons. "

In the recitals of this provision, it is noted that the incorporation of these weapons "will allow the handling of operational situations in which it is necessary to use force without the use of firearms, which is an intermediate means of exercise rational and progressive use of firearms. " force in situations of confrontation with violent or menacing people ".

Similarly, it is stressed that "international regulations and doctrines report the results obtained in medical and technical studies carried out in prestigious universities (…), where it is concluded that the use of weapons electronic does not have a deadly effect on people. "

In the annex to the resolution of the Ministry of Security, it is decided that non-lethal electronic weapons will be used in the following cases: "to stop, stop or prevent the escape of any person presenting an imminent danger of injury to third parties or self-injury, when self-defense or third parties must be exercised, or to prevent the commission of a crime of public action ".

In addition, another point of the regulation clearly states that "before the necessary use of non-lethal electronic weapons, federal police and security officials must identify themselves with Aloud as such, warning of their immediate intervention may pose a risk of injury to others, or where it is manifestly insufficient or unnecessary, given the circumstances of the case ".
